The accusations stem from President Herzog's direct and indirect contributions to systematic atrocities against the Palestinian population, effectively breaching international humanitarian and criminal laws.

The complaint outlines President Herzog's actions and inactions that significantly contributed to the alarming conditions in Gaza. The complaint refers to Herzog's public statements, which arguably dehumanize the Gazan people and justify disproportionate military actions, hence creating an enabling environment for large-scale violence and potential genocide.
